According to its constitution, the Belt and Road International Lawyers Association is a non-governmental, non-profit international professional organization initiated by All China Lawyers Association and voluntarily formed by lawyers associations, legal institutions and individual lawyers in BRI countries and regions. The purpose of BRILA is to promote exchanges and cooperation among lawyers and lawyers organizations in BRI countries and regions, accelerate the development of foreign-related legal services, and provide high-quality and efficient legal service support for the construction of the Belt and Road Initiative. BRILA will abide by the constitution, laws and regulations and national policies of the People’s Republic of China. The headquarters and secretariat of BRILA are set in Beijing, and its official languages are Chinese and English.

Wang Junfeng said at a news briefing later that, in order to continuously promote in-depth BRI legal services in a wide range and build an international exchange platform for legal services, All China Lawyers Association decided to establish the Belt and Road International Lawyers Association. Since the preparatory work for BRILA in May 2017, it has received strong support from relevant departments, and positive responses from bar associations, law firms, legal institutions and lawyers in BRI countries and regions. There are 85 founding members of BRILA, including bar associations, law firms, legal institutions and individual lawyers from 36 countries and regions.

Wang Junfeng said that after its establishment, BRILA will focus on four aspects: First, actively recruit members and continuously expand the "friend circle". Second, build a normalized legal service network and strengthen the international influence of BRILA. Third, establish a communication and coordination mechanism with relevant BRI organizations and other international lawyer organizations to carry out international exchange and cooperation. Fourth, improve the working efficiency of the secretariat and create an operation mode of the international lawyer organization with Chinese characteristics.
